The Challenge: Modernizing Unsupported Domain Controller Infrastructure
This Maryland-based state healthcare agency required a critical upgrade of its identity infrastructure to maintain security, compliance, and operational continuity. Running legacy Windows Server 2012 R2 Domain Controllers, the organization faced increasing risks related to end-of-support systems, limited security capabilities, and reduced compatibility with modern applications. To address these challenges, the agency issued an RFP for a comprehensive Windows Server 2012 R2 to 2019 domain controller upgrade and migration. Data Networks was selected and awarded the contract based on its proven expertise in Active Directory modernization and enterprise infrastructure transformation.
The Solution: Windows Server 2012 R2 to 2019 Domain Controller Upgrade and Migration
Data Networks executed a structured and methodical Active Directory upgrade and migration strategy, ensuring minimal disruption while significantly enhancing performance, resiliency, and security. The project began with a detailed assessment of the existing physical domain controllers, identifying dependencies, compatibility considerations, and opportunities for optimization. Based on these findings, Data Networks developed a comprehensive project plan, including detailed design documentation, infrastructure diagrams, and a clearly defined migration timeline.
The solution introduced new virtualized Windows Server 2019 Domain Controllers deployed within a VMware vSphere environment. Data Networks designed these systems according to Microsoft best practices, ensuring improved scalability, high availability, and simplified lifecycle management. All necessary roles, services, and configurations— including DNS, DHCP, and Active Directory Domain Services— were implemented to support a fully functional and modernized identity infrastructure.
As part of the domain controller migration, Data Networks securely transferred all Active Directory data, including users, groups, Organizational Units, Group Policy Objects, and associated configurations, from the legacy Windows Server 2012 R2 systems to the new Windows Server 2019 environment. Replication between domain controllers was carefully configured and validated to ensure data integrity and consistency throughout the migration process.
The project also included key modernization steps to align with current Microsoft standards. Data Networks upgraded replication from File Replication Service (FRS) to Distributed File System Replication (DFS-R), migrated Flexible Single Master Operations (FSMO) roles to the new domain controllers, and raised the domain functional level to Windows Server 2019. Legacy systems and unsupported services were systematically decommissioned to reduce risk and improve overall security posture.
Extensive testing and validation were conducted to confirm that all services, authentication processes, and domain functionalities were fully operational. Any issues identified during testing were promptly addressed to ensure a stable production environment. Additionally, Data Networks performed post-migration assessments to verify compliance with security best practices and organizational requirements.

To support long-term success, Data Networks delivered comprehensive documentation covering system design, configurations, and migration procedures. Knowledge transfer sessions were also provided to the agency’s IT staff, equipping them with the tools and best practices needed to manage and maintain the new environment effectively.
Following project completion, Data Networks provided post-deployment support to address any additional needs and ensure a smooth transition. As a result, the agency now benefits from a secure, modern, and highly available Windows Server 2012 R2 to 2019 domain controller upgrade and migration, with improved performance, enhanced security, and a scalable foundation for future IT initiatives.
