Immutable Backup Solution for K-12 Data Protection

Veeam and Azure Local Backup Modernization for Audit-Ready Cyber Resilience

Q1 2026

Strengthening Data Protection with Verifiable Immutable Backups

This Maryland school district needed to remediate an audit finding related to insufficient immutable data protection. The district had received grant funding to address the issue and strengthen its ability to protect critical instructional and administrative data from ransomware, accidental deletion, and unauthorized alteration.

The district’s existing backup architecture was no longer sufficient for its current environment. Vendor support changes had removed key recovery capabilities for modern Windows Server workloads, creating a recovery gap and increasing operational risk. To resolve this challenge, Data Networks designed and deployed a modern immutable backup solution aligned with the district’s Azure Local production and disaster recovery environments.

The new architecture replaced the unsupported recovery model with a fully supported Veeam Backup & Replication platform, dedicated Dell PowerVault backup storage, and layered immutability across local recovery, cloud-based immutable storage, and long-term archival tiers.

Replacing Unsupported Backup Architecture and Reducing Compliance Risk

The district’s prior backup strategy relied on embedded VMware-based components to provide backup processing and granular recovery. As support models changed, the solution could no longer provide object-level and file-level recovery for modern Windows Server workloads, making it inadequate for the district’s evolving Azure Local environment.

At the same time, the audit finding made immutable backups a compliance requirement rather than an optional enhancement. The district needed a defensible solution that could demonstrate immutability, support granular recovery, remain within the approved grant funding, and avoid creating new dependencies within the Azure Local cluster storage fabric.

The district also required a solution that separated operational recovery, immutable protection, and archival retention in a way that was easy to manage, explain, and validate during future audit reviews.

Deploying a Veeam-Based Immutable Backup Solution

Data Networks implemented a Veeam Backup & Replication architecture within the district’s Azure Local Disaster Recovery environment. The solution protects 31 virtual machines across the district’s production and disaster recovery environments while preserving separation between primary cluster storage and backup storage.

immutable backup solution design

As part of the project, Data Networks deployed a Dell PowerVault ME5212 storage array at the disaster recovery site to serve as the local backup landing zone. This storage was presented exclusively to a dedicated Veeam Repository virtual machine and kept external to Storage Spaces Direct, cluster-managed storage, and host-level iSCSI configuration.

Key project components included:

  • Deployment of Veeam Backup & Replication in the Azure Local DR cluster
  • Deployment of a dedicated Veeam Repository virtual machine
  • Dell PowerVault ME5212 configuration with RAID-6 storage
  • Guest-scoped iSCSI configuration for isolated repository access
  • Dedicated backup networking using Network ATC Compute intents
  • Veeam proxy virtual machine deployment in production
  • Backup policy configuration for 31 virtual machines
  • Immutable storage integration through Veeam Data Cloud Vault
  • Long-term archival configuration using Azure Blob Cool and Archive tiers
  • Initial backup execution and restore validation
  • File-level, virtual machine-level, immutability, and archival testing

The architecture also isolated backup storage traffic across dedicated redundant network paths, reducing exposure to production traffic and reinforcing the integrity of backup data flows.

Delivering Audit-Ready Recovery and Long-Term Resilience

Upon completion, the district gained a modern immutable backup solution that restored granular recovery capabilities, addressed audit requirements, and aligned with its Azure Local infrastructure strategy.

By separating local recovery, immutable retention, and archival storage, Data Networks helped the district simplify backup lifecycle management while strengthening protection against ransomware and malicious data alteration. The solution preserved the original grant-funded resilience objectives while improving flexibility, supportability, and long-term return on investment.

The district now has a sustainable data protection foundation capable of supporting continuity of operations, audit defensibility, and future infrastructure modernization.
