BitLocker Implementation & IT Management Consolidation for Health Department Operations
Domain Integration, Security Modernization, and Azure Cost Optimization for a Remote Healthcare Facility
Addressing Security, Compliance, and Management Challenges
This Maryland health department needed to improve security, simplify IT administration, and reduce operational costs across a remote facility. The department’s existing environment relied on multiple management platforms and cloud services that created administrative complexity, increased expenses, and made it difficult to consistently enforce security policies.
In addition, strict compliance requirements mandated encryption of organizational data, creating additional challenges for managing endpoints and protecting sensitive information. The remote location also lacked the ability to independently implement and manage IT policies, resulting in inconsistencies between sites and increased operational overhead.
To address these concerns, the health department partnered with Data Networks to implement a comprehensive BitLocker encryption deployment and IT modernization initiative. The project focused on unifying management under the department’s on-premises infrastructure, strengthening security controls, reducing cloud dependencies, and improving compliance across all managed systems.
Implementing BitLocker Encryption and Domain Consolidation
Data Networks began the engagement by verifying connectivity between the remote healthcare facility and the department’s headquarters environment. This included validating access to critical network services, confirming DHCP functionality, and ensuring reliable communication between sites.
As part of the modernization effort, Data Networks joined 30 endpoint systems to the department’s Active Directory domain hosted at headquarters. User profiles were migrated to the new domain environment, enabling centralized authentication, policy management, and administrative control. Trusted Platform Module (TPM) functionality was enabled on all supported systems to establish the hardware-based security foundation required for the upcoming BitLocker implementation.

To meet compliance requirements, Data Networks created and implemented Active Directory Group Policies governing both internal storage encryption and removable media encryption through BitLocker and BitLocker-to-Go. Custom automation scripts were developed to enable TPM functionality across both Dell and HPE systems, streamlining the deployment process and ensuring consistency across hardware platforms.
Following policy creation and device preparation, Data Networks executed the BitLocker implementation across required systems, helping ensure sensitive organizational data remained protected and compliant with security mandates.
Reducing Cloud Costs and Simplifying IT Management
Beyond endpoint security improvements, the project included significant cloud optimization and management consolidation activities. Data Networks archived more than 146 GB of cloud-hosted data to on-premises infrastructure, preserving critical information while reducing reliance on cloud storage services.
The team also disabled and retired Nerdio Automation, eliminating unnecessary subscription costs and simplifying the department’s management ecosystem. Several Azure resource groups were removed as part of a broader cloud cleanup initiative, helping reduce complexity and ongoing expenses.
To further streamline administration, Data Networks removed Azure Active Directory Domain Services and implemented Microsoft Entra Connect to establish a one-way synchronization model between on-premises Active Directory and Microsoft Entra ID. This approach provided a more efficient identity management architecture while maintaining secure cloud integration.
Additional project activities included registering and validating the department’s external Entra ID domain, verifying administrative access for key personnel, eliminating unnecessary Microsoft licensing, and ultimately decommissioning the Azure subscription after all required resources had been successfully migrated or retired.
The completed BitLocker implementation and IT management consolidation project delivered stronger security, centralized administration, improved compliance, and lower operational costs. By standardizing endpoint management, enforcing encryption policies, and reducing cloud complexity, the health department’s established a more secure and manageable IT environment capable of supporting its long-term operational and compliance objectives.
