Hyper-V Edge Virtualization for County Government Infrastructure Upgrade

Distributed Server Consolidation and Edge Infrastructure Modernization with Windows Server 2025

Modernizing County Edge Infrastructure with Hyper-V Virtualization

This Maryland county government initiated a strategic infrastructure modernization effort to replace aging physical servers and improve operational consistency across multiple county facilities. The existing environment relied on standalone physical systems distributed by subnet and location, creating lifecycle management challenges, fragmented administration, and limited resiliency for critical county services.

To address these issues, Data Networks implemented a Hyper-V edge virtualization solution built on Dell PowerEdge R660 servers and Microsoft Windows Server 2025. The project modernized the county’s distributed infrastructure by consolidating legacy physical workloads into standardized Hyper-V environments while preserving subnet alignment and existing operational boundaries.

The resulting platform improved reliability, simplified lifecycle management, reduced hardware sprawl, and established a scalable edge virtualization foundation capable of supporting future county technology initiatives.

Overcoming Aging Infrastructure and Distributed Management Challenges

The county’s existing edge infrastructure consisted of multiple aging physical servers operating independently across several facilities. Many systems had exceeded recommended lifecycle timelines, increasing exposure to hardware failure risks, firmware support limitations, and inconsistent performance across environments.

Because workloads were distributed across standalone physical hardware, several locations faced operational single points of failure and limited flexibility during maintenance activities. Inconsistent server hardware baselines and varying management practices between sites also increased operational complexity for county IT staff.

In addition to infrastructure concerns, the county experienced instability within its Active Directory and DFS environment. Replication inconsistencies and directory services performance issues contributed to operational inefficiencies and required tuning to improve long-term reliability.

County leadership sought a modernization strategy that would improve resiliency and supportability while preserving the organization’s subnet-aligned deployment model and minimizing unnecessary architectural disruption.

Deploying a Standardized Hyper-V Edge Virtualization Platform

Data Networks designed and deployed a standardized Hyper-V edge virtualization environment utilizing five Dell PowerEdge R660 servers configured with Windows Server 2025 and the Hyper-V role enabled. Each host was built using consistent BIOS, firmware, iDRAC, and operating system baselines to simplify lifecycle management and operational support.

The deployment included:

  • Installation and configuration of Windows Server 2025 Hyper-V hosts
  • Physical-to-virtual (P2V) migration of designated legacy servers
  • Dual 10GbE SFP+ uplinks to redundant Cisco Catalyst 9300 switches
  • Dedicated 1GbE iDRAC management networking
  • Windows Admin Center implementation for centralized management
  • Dell OpenManage integration for lifecycle monitoring and hardware visibility
  • Hyper-V workload placement aligned to existing subnet and facility boundaries
  • DFS replication health review and performance tuning
  • Active Directory and domain controller optimization
  • Validation testing, documentation, and operational knowledge transfer

The environment was designed to maintain separation of DFS workloads across hosts for resiliency while also providing additional capacity and workload placement flexibility during maintenance activities or future infrastructure growth.

To further improve operational stability, Data Networks reviewed and tuned DFS replication health, Active Directory replication conditions, DNS alignment, and namespace consistency. These efforts improved distributed file services reliability without requiring a full DFS redesign or architectural overhaul.

Delivering a Scalable and Supportable Edge Virtualization Environment

Upon completion of the project, the county government gained a modern Hyper-V edge virtualization platform that improved resiliency, operational consistency, and long-term lifecycle support across all targeted facilities.

By virtualizing legacy physical workloads and standardizing edge infrastructure management, the county reduced operational complexity and established a more efficient platform for future infrastructure expansion. Windows Admin Center and integrated Dell lifecycle tooling also provided centralized visibility into hardware health, firmware baselines, and operational performance across distributed sites.

The engagement enabled the county to modernize its edge infrastructure while preserving the operational structure required by its distributed network architecture. Through a carefully planned Hyper-V edge virtualization strategy, Data Networks helped the organization improve reliability, simplify management, and create a stable foundation for long-term IT operations.
